Ivorian Office of Shippers (OIC)

HISTORY

Created in June 1969 by Law No. 69-240 of 9 June 1969, in application of the recommendations of UNCTAD (United Nations Conference on Trade and Development), the Conseil Ivoirien des Chargeurs (CIC), which became the Office Ivoirien des Chargeurs (OIC) by Law No. 75-940 of 26 December 1975, is a Shippers’ Council that represents and defends the interests of importers, exporters and users of transport services in the routing of their goods.
 Set up as a semi-public company (SEM) of a special type (Decree No. 91-750 of 8/11/ 1991) with a capital of 500 million FCFA, the OIC is placed under the technical and financial supervision of the Ministries in charge of Transport, the Budget and the Economy and Finance.

MISSIONS

  • Representation and defence of shippers’ interests.
  • Assistance to shippers (importers/exporters).
  • Support for the harmonious development of international trade.

ACTIVITIES

The missions assigned to the ICO have enabled the organisation to undertake several commercial activities through State concessions, including infrastructure management, participation in the promotion of the transport chain and the introduction of tools to facilitate goods transport services (See www.oic.ci).

The Cargo Tracking Document (BSC)

The Bordereau de Suivi de Cargaison (BSC) was introduced by the Côte d’Ivoire government to monitor maritime traffic for both import and export (Decree 95-820 of 29/09/1995). An

Procedure for issuing the BSC

The BSC is created from the country of shipment or origin of the cargo by the exporter or export forwarder on the website of the Office Ivoirien des Chargeurs www.oic.ci . All the information relating to the shipment is recorded on an online form to which the required documents are attached.
 The BSC is validated within 24 working hours of the online validation request by its creator if all the required documents (Ivorian Customs circular 1352 of 25 May 2007) are in order and the relevant fees have been paid (see rates below).

  1. Activities related to monitoring road transport

Making the Transport Single Document (DUT) available to players in the road haulage sector.

Decree no. 2015-270 of 22 April 2015 introduced the Document Unique de Transport (DUT).
 Routier (DUT) is the only document used for the road transport of goods within and across the borders of Côte d’Ivoire.
 To implement the activities of publishing and distributing the DUT, entrusted to the Office Ivoirien des Chargeurs (OIC), Interministerial Order No. 0006/MT/MEF/SEPMBPE of 16 April 2018 was issued to set the price at FCFA 2,500 inclusive of tax.

  1. Other activities

Other activities included the following: 

  •  A bonded warehouse as a support infrastructure for trade and transport.
  •  Capacity-building training for players in the transport chain, tailored to their needs and to the requirements of international trade and multimodal transport.
  •  The “Bulletin Statistique du Chargeur” for information on maritime, port and road traffic.
