Procédure d’exportation

I-INTRODUCTION


Notwithstanding the provisions of Decree N°93-313 of 11 March 1993the exercise of the profession of Fruit Exporters, especially pineapples, bananas [A92.005], mangoes (See. Order N°346/MINAGRI/CAB of 06 July 2015) and Papayas is subject to an Approval issued by the Ministry of Agriculture and Rural Development.

II-Authorization to EXPORT

The “fresh” export of pineapples and bananas is reserved to natural or legal persons, producers of these fruits [A92.005].

Fruit Exporter Approvals are issued by the Ministry of Agriculture and Rural Development to members of the Professional Organisations of the Fruit Sector, namely OCAB (see address above) and OBAMCI (see address above).

Professional Organisations apply to the Ministry of Agriculture and Rural Development for an Annual Collective Export Approval for their members.

For Mango (See. Order N°346/MINAGRI/CAB of 06 July 2015), the registration of mango exporters is compulsory before each season and is carried out by means of a registration form to be obtained from the Directorate in charge of Plant Protection.

III-DOCUMENTS

  1. Export Certificate and Exchange Commitment

When the value of the goods to be exported is greater than or equal to ten (10) million FCFA, the Export Certificate and the Exchange Commitment are required to have the Export Declaration validated by Customs. – See. WAEMU Regulation 09/2010/CM..

The Export Certificate – See. Example AE – the Exchange Commitment – See. Example EC – are established online via the transactional site of the  Foreign Trade Single Window (GUCE). The site access requires prior registration as an importer, exporter or freight forwarder.

The information to be provided is as follows:

  • Exporter Code (or the Occasional Exporter Code).
  • Name and address of Declaran.
  • Information on the invoice (name of the receiver, HS code of the goods, quantity, amount invoiced …).
  • Name of the bank (in Côte d’Ivoire) involved in the transaction.
  • The Invoice.
  1. Customs declaration

List of documents to be given to the freight forwarder to make the Customs Export Declaration:

  • Exporter Code.
  • The Original Invoice.
  • The Export Certificate (if the value is more than ten (10) million FCFA), via the GUCE and can be done by the forwarder.
  • The Exchange Commitment via the GUCE and can be made by the forwarder.
  • The Certificate of Origin (EUR1 or UEMOA/ECOWAS or Form A) (see General Export Procedures tab on the website).
  1. Phytosanitary Certificate

The Phytosanitary Certificate is issued after shipment by sea and immediately for air transport 

Procedure

At least 24 hours before loading or stuffing the fruit (both at the stuffing station and at the port), the forwarder must submit a Control Request (CR) for the products to one of the 39 stations of the Plant Protection, Control and Quality Directorate (DPVCQ). The Control Request includes:

The DPVCQ carries out a survey and takes samples, checks and analyzes the products.
If the inspection is satisfactory, the DPVCQ then issues a Docking Authorization (AMQ) and issues an Inspection Report.
The validity of fruit control is ten (10) days while the validity of QMA is 3 days.
The DPVCQ also monitors shipments (conventional fruit) or stuffing (in containers) and issues a Boarding or Potting Report.

Issuance of the Phytosanitary Certificate

For goods traveling by air or by road, the Phytosanitary Certificate is issued immediately after the Phytosanitary Inspection.

For goods traveling by sea, the freight forwarder must submit an application for a Phytosanitary Certificate including:

  • A Phytosanitary Certificate Application.
  • A copy of the Bill of Lading (optional).
  • The Inspection Report.
  • The Potting or Boarding Report.

The delivery of the Phytosanitary Certificate is free and is carried out within 48 hours after the submission of the file.
