MISSIONS

  • The Ivorian Customs Department is part of the Ministry of Economy and Finance.
  • As a government department, the Directorate General of Customs (DGD) is responsible for implementing and enforcing the legislative and regulatory provisions governing the movement of people, goods, means of transport and capital into and out of the country. Customs is a national administration whose activities are integrated into the context of regional and international relations.
  •  As such, Customs has a number of missions: a fiscal mission, an economic mission, a trade facilitation mission that has emerged with the demands of globalisation, and a mission to support other administrations by protecting the interests of the State and its citizens.

Customs clearance

Legally, it involves assigning goods a customs procedure that takes account of their destination (use). In simpler terms, import customs clearance consists, in most cases, of paying customs duties and VAT (to find out more, click (to find out more, click here).

The Value Arbitration Committee (VAC)

With a view to strengthening and consolidating the institutional framework for implementing the WTO assessment code in Côte d’Ivoire, as set out in the WAEMU regulation n° 05/99 du 06 août 1999, In January 2003, the Customs Administration set up the Value Arbitration Committee (CAV), a body whose composition and operation are currently governed by the following decision n°12/MPMEF/DGD du 08 mars 2013.
This joint committee, made up of members of the Administration and the Private Sector, is responsible for dealing with disputes between the service and users in connection with the customs valuation of imported goods.
In this respect, it should be noted that the Value Arbitration Committee may be approached by any user who wishes to dispute either the values certified by the valuation services (using the OC3 additional code) or the values recognised by other services as part of the customs clearance procedure (physical referral).
However, whatever the method of referral, it must be evidenced by the submission of a file justifying the disputed value to the committee secretariat.
In order to create an environment conducive to the proper performance of its duties, and to take account of the importance of its referrals, the Committee has adopted the values of civic-mindedness, impartiality and ethics.

The Anti-Racket Unit (A.R.U)

The Unité de Lutte Contre le Racket(A.R.U) is a joint structure (Police, Gendarmerie, FRCI Douanes, Eaux et forêts), created by interministerial decree N°086/MI/MEF/MDPMMD of 22 July 2011 under the supervision of the Ministry of State, Ministry of the Interior and Security as part of the fight against racketeering and insecurity. To combat the hassle and abuse involved in completing customs formalities, the customs administration has set up the Observatory for the Speed of Customs Clearance Operations. This is a joint facilitation instrument that collects and analyses user complaints.
The Observatory’s mission is to :

  • Ensure the speed of customs clearance operations in order to contribute to the fluidity of traffic in Abidjan and San Pedro ;
  • Monitor compliance with commitments made by Customs and the private sector in connection with the determination of the flat rate for extra work (T.S.) ;
  • Denounce all cases of administrative blockages linked to customs clearance and the movement of goods.

The OCOD aims to be an impartial instrument at the service of Customs and users; to ensure impartiality in its decisions, it has a joint membership comprising in particular :

  • The private sector : Its members are appointed by each of the member professional organisations, namely:
    • FEDERMAR;
    • SYNDINAVI;
    • The Fishing Port Consign;
    • The National Union of Forwarding Agents of Côte d’Ivoire;
    • The Freight Forwarders’ Union;
    • Group of Oil Professionals (GOP);
    • The autonomous ports of Abidjan and San Pedro.
  • Customs: its representatives are appointed by the Director General of Customs.
