Introduction

CODINORM is a non-profit association recognised as being of public utility. 
CODINORM (Côte d’Ivoire Normalisation), Association Ivoirienne de Normalisation, is a non-profit association, recognised as being of Public Utility, created on 24 September 1992 by the Private Sector and the State on the authorisation of the Council of Ministers of 26 August 1992. It is managed by a Board of Directors made up of 23 members, 14 of whom are from the private sector and 9 from the State.
CODINORM is the National Organisation for Standardisation and Certification with the following mission:

  • The development, approval and dissemination of Ivorian standards.
  • Management of a national product certification and quality management system (ISO 9000 series).
  • Promoting quality management in companies.
  • Management of technical documentation and a library of standards and works on quality.
  • Management of the WTO National Enquiry Point on Standards and Regulation.
  • Representation of Côte d’Ivoire in international standards bodies.
  • Management of a national product certification and quality management system (ISO 9000 series).
  • Promoting quality management in companies.
  • Management of the WTO National Enquiry Point on Standards and Regulation.

To this end, an agreement defining CODINORM’s management procedures was signed on 06 January 1995 between the State and the Private Sector.
Renewed on 06 September 2016, this public service concession agreement delegates to CODINORM the development of standards and the management of the national mark of conformity to standards. The association has 206 member companies at 1er February 2019.

Under the supervision of the Ministry of Industry, CODINORM is managed by a 23-member Board of Directors, including 9 representatives of the State and 14 from the private sector. Technical activities are carried out by a permanent operational structure consisting of a multidisciplinary team of 25 people, including 8 engineers and equivalent.

Missions

In the context of foreign trade, CODINORM is involved in the National Conformity Verification Programme (VOC) and is responsible in particular for the technical management of any system for verifying conformity to standards that have been made compulsory for products that are imported, exported and/or manufactured locally and placed on the market”.

To this end, CODINORM is responsible for :

  • Development and dissemination of Ivorian standards for all products and services
  • Management of technical documentation for the information of economic operators.
  • Certification of products with the award of a National Mark and Attestations of Conformity to standards.
  • Promoting quality management.
  • Representation of Côte d’Ivoire in international and regional standardization bodies.

As part of the implementation of the UEMOA Quality Programme, CODINORM has been identified as the National Standardisation Structure for the implementation of the Consensus Procedure for the Elaboration of Standards and the Conformity Verification Programme (VOC).
As such, in the context of imports and exports, CODINORM determines the standards applicable to products imported and manufactured in Côte d’Ivoire.

For imported products

The products included in the list below (see List of Products for which standards have been made mandatory, below at the end of the page) in accordance with  Decree N°2016.1152 of 28 December 2016  must undergo mandatory pre-shipment verification to ensure compliance with the quality and safety standards applicable in Côte d’Ivoire under the Programme de Vérification de Conformité (VOC) implemented by the Ministry in charge of Foreign Trade – Cf. Notice N°2018.3564 of 29 June 2018.
To implement this programme, the State has signed a Public Service Concession Agreement with four (4) World Conformity and Certification Bodies – Cf. Decree N°2017.567 of 06 September 2017 – which are:

  • INTERTEK International Limited,
  • SGS (Société Générale de Surveillance SA),
  • BIVAC BV (Bureau Veritas Inspection Valuation Assessment and Control)
  • COTECNA Inspection SA.

These concession contracts entrust these 4 service provider organisations, in collaboration with CODINORM, with the pre-shipment verification of the compliance of imports with the standards applicable in Côte d’Ivoire. Once the
goods have been checked before shipment, a Certificate of Conformity will be issued for each batch of goods by one of the inspection bodies chosen by the operator.
The practical arrangements for issuing Certificates of Conformity for imported products are drawn up under the administration of the Ministry of Foreign Trade(Cf. the VOC Procedures Guide on the Ministry of Trade website).
This document is one of the documents required by Customs during customs clearance in Côte d’Ivoire. The Certificate of Conformity will be valid for each batch and each import.

For locally manufactured and exportable products

With regard to its missions, CODINORM implements the certification of products manufactured in Côte d’Ivoire, which may be necessary for the export of Ivorian products. To this end, CODINORM issues :

  • From Certificates of Conformity which certify the conformity of products to standards. These certificates are issued within 30 days (depending on the complexity of the product) of the application being submitted and are valid for 3 years.
  • From Certificates of Conformity The purpose of these is to check that products comply with standards (these certificates are issued when the product is being analysed). These certificates are issued within 48 hours and are valid for 3 months.
