In Côte d’Ivoire, the Ministry of Agriculture and Rural Development is responsible for agricultural, land and food policy.
As such, reforms have been necessary to enable the agricultural sector to support our country’s economic and social development.
With the aim of making our country an emerging country, a programme to boost and modernise the agricultural sector has been put in place, namely the PNIA, the National Agricultural Investment Programme, which is based around 4 strategic objectives:
- Food Security and Sovereignty.
- Sustainable Management of Cash and Export Crops.
- Engaging the Private Sector by Reinforcing Investment.
- Agricultural governance in terms of reforming agricultural sectors, restructuring professional agricultural organisations and implementing the law on rural land.
1.OBJECTIVES OF THE NIP
The NIPA aims to :
- Relaunch agricultural growth at a rate of 9% per year, in particular by :
- an annual growth rate for food crops estimated at 6.8%;
- an annual growth rate for cash crops of 7.6%;
- an annual growth rate for animal resources of 3%;
- a forest cover rate of 20%;
- Helping to reduce poverty
- Create 2,400,000 jobs over the 5-year implementation period of the NAIP
- Reduce food insecurity with the aim of lifting 6 to 7 million people out of food insecurity
- Process at least 50% of agricultural products locally.
To date, the National Action Plan has gone through two phases, namely National Action Plan 1 (2012 – 2016), estimated at CFAF 2,040 billion, the main aim of which was to :
- investment by the State and Technical and Financial Partners (TFPs), estimated at 40%, to develop agricultural infrastructure, improve governance in the sector and finance structuring projects.
- 60% of investment from the private sector to intensify production, develop local processing of products, and
- improve marketing channels.
And PNIA 2, the second National Agricultural Investment Programme covering the period 2018-2025, with an estimated total cost of 11,905 billion CFA francs.
This programme, which is a logical continuation of PNIA 1 (2012-2016), covers several sub-sectors including livestock farming, fishing, aquaculture, environmental management and rural development.
NAIP 2 responds to the need for synergy of actions and results between the various activities, and the main innovation of this second phase 2 of the NAIP lies in the establishment of nine (9) agropoles that will cover the entire national territory.
Among other things, this will help to improve agricultural production in the area, and meet the needs of private and public players in terms of conservation, processing and marketing.
