Missions

The Ministry of Health and Public Hygiene is responsible for implementing and monitoring the Government’s health and public hygiene policy. In this capacity, and in liaison with the other ministerial departments concerned, it has the initiative and responsibility for the following actions:

  1. Health
  • Drawing up and monitoring the application of health-related legislation.
  • Public health protection.
  • Organisation of care.
  • Professional training for healthcare workers.
  • Promoting medical research, particularly into endemic diseases, in conjunction with the Minister for Higher Education and Scientific Research.
  • Combating major endemic diseases, including malaria, tuberculosis, HIV-AIDS, sexually transmitted infections, leprosy and Buruli ulcer.
  • Therapeutic management of HIV-AIDS patients, therapeutic prevention of mother-to-child transmission.
  • Combating drug addiction, alcoholism, smoking and other addictions.
  • The fight against cancer.
  • Development of occupational medicine, in liaison with the Minister of Labour.
  • Development of disease prevention and primary healthcare.
  • Epidemiological surveillance and health monitoring.
  • Provision of epidemiological data on HIV-AIDS infection to the various development sectors.
  • Strengthening the health system .
  • Improving health safety.
  • Authorisation to set up and supervision of private health establishments.
  • Making it easier for healthcare professionals to set up in the private sector.
  • Development of the national health information management system.
  • Development of a national network of emergency and patient transport services.
  • Development of a network of medical biology laboratories.
  • Regulation and control of medicines and pharmaceutical services.
  • Authorisation for the creation and promotion of the pharmaceutical industry, in liaison with the Minister for Industry.
  • Promotion of generic medicines, particularly in the field of AIDS treatment.
  • Organisation and promotion of traditional medicine and pharmacopoeia.
  • Coordination of health-related humanitarian aid.
  • Assistance to local authorities in monitoring and controlling the establishment of public health facilities.
  • Promoting the assumption of healthcare costs and expenses by the population, in particular through mutual insurance companies and health insurers, in liaison with the Minister for Social Affairs.
  • Promotion of associations for chronically ill patients, in particular those suffering from diabetes, high blood pressure, asthma, epilepsy, sickle cell anaemia, AIDS, and associations for patients undergoing dialysis.
  • Development and implementation of specific health programmes for vulnerable groups, in particular prisoners, displaced persons and people in precarious situations, in liaison with the Minister for Social Affairs.
  • Setting up and monitoring a national ethics committee for the life and health sciences.
  • Definition and implementation of a zoonoses control plan, in liaison with the Minister for Animal and Fisheries Resources.
  • Drawing up and monitoring the implementation of health regulations for cosmetics and personal hygiene products, in liaison with the Ministries responsible for Trade and Industry.
  • Combating communicable diseases and neglected tropical diseases.
  1. Public Health
  • Drawing up and monitoring public health regulations.
  • Designing, implementing and monitoring government policy on medical waste, in liaison with the Minister for Health and the Environment.
  • Evaluation and monitoring of the regulation of food and medicinal products, in liaison with the Ministers responsible for Agriculture, Animal Resources and Fisheries.
  • Proposal and implementation of incentives, encouragement or sanctions for the population and local authority officials in carrying out public hygiene operations.
  • Drawing up and monitoring the implementation of health regulations for cosmetics and personal care products, in liaison with the Ministries of Trade and Industry.
  1. In the fight against AIDS
  • Coordination of the fight against AIDS.
  • Assessing the impact of HIV.
  • SIDA on the various development sectors in liaison with all the Ministers.
  • Creation and management of a national monitoring and evaluation framework in the fight against AIDS.
  • Drawing up a national strategic plan.
  • Promoting a policy of decentralisation in the fight against AIDS in liaison with the Minister of the Interior.
