Approved Customs Brokers trained in the use of SYDAM AUTO

The Customs Automobile Single Window Office organized on Wednesday March 3, 2021, in the conference room of the Directorate of Port Customs Services and Special Services (DSDPSS), a training seminar on the theme: <<SYDAM AUTO procedure: what analyzes and understanding of the 1952 Circular for better security of the interests of the main actors (Public Treasury and CDA)>>.

 

For Colonel DIOMANDE Ramatou, first manager of the DSDPSS, this training, which essentially aims to facilitate collaboration between Customs and its Clients, namely freight forwarders, is part of the vision of global certification of customs services.

For the trainer, Lieutenant-Colonel AMIAN Lucien, Head of Office of the Automobile Single Window, la Circulaire 1952/SEPMBPE/DGD du 17 septembre 2018, by creating the web platform accessible via the U.R.L  https://sydamauto.douanes.ci, puts an end to the numerous hassles and facilitates the customs clearance of vehicles.

Indeed, SYDAM AUTO allows customs, economic operators and all players in the customs clearance logistics chain to control vehicle information upstream before it is shipped to the Port of Abidjan.

By creating the Automated Customs Clearance System for Automobiles, Ivorian Customs is only thinking of protecting all stakeholders by situating the responsibilities of the different entities involved.

On an operational level, and with a view to its optimization, the SYDAM Auto procedure has been reorganized and is now broken down into eleven (11) steps:

  1. Access to the SYDAM AUTO platform;
  2. Creation of the SYDAM AUTO evaluation sheet;
  3. Formalities before boarding the vehicle;
  4. Transfer of the file to the Approved Customs Agent (CDA);
  5. Opening the import file at Côte d’Ivoire Logistique (CIL):
  6. Edition of the declaration in detail;
  7. Edition of the vehicle exit voucher;
  8. Identification of the vehicle by customs;
  9. Port exit formalities;
  10. Formalities at the bonded park;
  11. Formalities at the Automobile Single Window.

 

Note that the customs clearance procedure at the Customs level should not exceed 10 minutes if these aforementioned steps are normally respected; and this should not result in any additional fines payable by economic operators.

At the end of the training, Lieutenant-Colonel AMIAN made this clarification: <<This training, provided free of charge, represents the final phase of a long awareness process. As everyone is now at the same level of information, this procedure must be respected to effectively allow the collection of duties and taxes on behalf of the Public Treasury and offenders will be liable to sanctions.>>
